Since there are no records in menus table, then all the Menu Items are displayed right now is the one that came from Menu Editor of your PHPMaker 2023 project. That means all of those Menu Items are the static one. Try to restore data sample or your may enter some new menu items into this table to see the changes of Menu Items dynamically.
